dc.description.abstract This study uses a qualitative design. By exploring the perceptions and constraints faced by the policy implementor regarding the learning policy system on HIV/AIDS in the field of education. In-depth interviews were conducted with 5 related institutions written in Regional Regulation No. 11 of 2012 concerning HIV/AIDS control. Research findings indicate that the government has given attention in efforts to prevent HIV/AIDS by issuing local regulation no.11 of 2012 on controlling HIV/AIDS. However, policies related to HIV/AIDS prevention efforts were not implemented by several related agencies because they did not get socialization regarding this regional regulation and there are agencies that consider HIV/AIDS prevention efforts not yet urgent or not urgent to be implemented. This study presents stakeholders and policy implementors related to HIV/AIDS prevention policies that may not have been integrated into learning in schools, and offers recommendations in overcoming this problem en_US
