The Citarum River is the longest and largest river in West Java province and one national strategic river. Since 2007 it has become one of the polluted rivers in the world. There is a series of three reservoirs on the river that is Saguling, Cirata and Ir. H. Juanda. Reservoir is a public good which is owned by the public so everyone can use them (open access). This study was conducted in 2007 in the Ir. H. Juanda reservoir and the objectives of this research are: 1) To identify the use of reservoirs and to calculate the economic value of the use of reservoirs for various purposes; 2) Identify the various conflicts that arise in the utilization of existing reservoirs and 3) Formulating strategies reservoir management policy. The method of analysis used in the study is a qualitative and quantitative analysis, economic valuation, financial analysis and strategic analysis. The results of this study indicate that there are seven types of utilization is a direct benefit to the use of electricity, irrigation, fisheries, raw water for industrial and community, recreational and water transportation. The economic value of the direct-use of the reservoir is Rp149.266.389.756 per year. which consists of the Economic Value of Fisheries (NEP) amounting to Rp44,524,512,963; Economic Value of Irrigation (NEI) of Rp27,427,796,000; Economic Value of Electricity (NEL) of Rp72,131,819,815; Economic Value of Industrial Utilization (NEPI) amounting to Rp1,477,723,900; The Economic Value of Raw Water (NEAB) Rp- 29,421,032; Economic Value of Recreation (NER) of Rp652 912 510 and the Economic value of water Transportation (NETA) amounting to Rp3,081,045,600. Conflicts that arise in the management of the reservoir that is a conflict of interest, relationship conflicts and data conflicts. Reservoir resource management program needs to be divided into program management of short-term and long-term.
