Act number 5 of 1999 concerning Prohibition Monopoly Practice and Business Competition Unhealty was made for Business person in their activity in Indonesia base on economic democracy consider with balancing of business person interest and public interest and business interest and etics in business world. Business Competition Control ling Commission (KPPU) was formed for effectivity of implementation this act as independence institution without government influence and the others who have authority to control business competition and give sanction. Institutionally, this institution as auxiliary state’s organ in Indonesia modern system configuration. KPPU task and function are doing law enforcement of business competition, giving recomendation and consideration to government related to policy of business competition and arrangement guidance related to law enforcement of business competition. The authority of KPPU are: (1) administrative power; (2) quasi-legislative power; (3) quasi-judicial power. Law status of KPPU is independence as non structural institution without influence and power of government and the others.
