Electronic Identity Card policy is a continuation of the administration policy of populatin identification number (NIK). Digital technology advancement has enable Identity Card digitalization policy to run, known as e-KTP. The approach of this study is qualitative methods using purposive and snowball sampling. Data was collected through the stages of observation, interview and documentation. Data analysis was continuously interctive, whereas the data validation is done by triangulation. Results are as follows: 1) e-ID card policy was enacted since September 2011 after the Mayors Letter issuance. In the District of West Banjarmasin, by Juni 2012 rhe registered population has reached approximately 82 416 while the ramaining unregistered were about 15,513 inhabitants. 2) Obstacles to e-ID policy implementation in West Banjarmasin District are factors, such as communications of apparatus, human resources, technology resources, and bureaucratic structure. Based on the fact, we suggest that the management of the electronic identity card policy implementation of West Banjarmasin should consider the factors, like socialization, human/technology resources and bureaucratic structures for successful implementation of the e-ID card.
