Abstract:
Education is a right for all citizens regardless of origin, economic status, or physical condition. In the National Education System, as stated in Law No. 20 of 2003, education is fully guaranteed without any discrimination in any form. This matter is the urgency of implementing inclusive education without exception in elementary schools. The article aims to describe creative learning strategies in inclusive education, especially at the
elementary school level. This article was prepared using a literature review design. Thus, the disbursement machine is used for the collection of library resources. The article describes learning for students with special needs at the elementary school level, focusing on motor skills and being able to interact with the social environment. The teacher's creative learning strategy can improve the use of objectives, learning materials, media, methods, and evaluations of students' learning environment. The learning strategies applied to students with special needs at the elementary school level are remedial teaching, deductive, inductive, heuristic, expository, classical, cooperative, and behavioral changes. In supporting these needs, teachers are advised to explore learning media that are friendly for students with special needs, such as puzzles.
