In juridical optics, existence of LPS (Institution of deposit guarantee) hold position as not purely public cooperation come into private cooperation with purpose to
guarantee bank customer deposit. LPS work mechanism serve for and in the name of LPS as bank curator in liquidation. Because that, in spite of formed base on regulation, but
in reality LPS not as commission, state body or institution which operate in part general duty of government in state operating context. Initial capital of LPS forming derived
from separated state property. State in this case take capital inclusion in LPS and then in Law that state property come into LPS property as corporation. Related with that, so initial capital derived from separated state property plus with deposit premium from bank come into LPS property , not as state property. Automatically LPS property management system not submit to state finance regulation.
